Marcie please forgive me for "hijacking" your thread, but when I asked the question I was pretty sure this would be your answer.
Unemployment among disabled people who are able and want to work is a huge issue.
Unfortunately the cause is sabotaged from within by the prevalence of people who have no ambition beyond being a welfare sponge. Fortunately we don't see it on this forum but on many other disability related forums and newsgroups a large proportion of the posts are winges about social security and how to milk the system for more welfare handouts. That is how the lazy slugs make matters really difficult for those of us who can and want to work.
Most of the "noise" that reaches the ears and eyes of the policy makers in most countries is about more demands for welfare handouts. Just look at the mass of info about welfare out there compared to the tiny dribble about employment equity and accessability.
Seems like I'm stuck in <rant mode> this week. ;)
